May raise tax exemption limit further: Arun Jaitley
NEW DELHI: Finance minister Arun Jaitley on Saturday said that he
does not favour burdening the salaried and middle-class with more taxes
but would go after the evaders in widening the net.
In fact, he would encourage more money being put in the pockets of
tax payers that will lead to spending and collection of more indirect
taxes.
"This widening of the tax base. What does it mean? I pay the same
indirect tax as my attendant. Our volume of consumption may be
different. So everybody is paying indirect taxes.
"And literally almost half your taxes are indirect taxes today. He
pays excise, he pays customs duty, he pays service tax. Now as far as
income tax is concerned, to bring those who evade tax is widening the
tax net, I am all for it," the minister said in an interaction with PTI
journalists at PTI headquarters.
He was replying to a question on whether his budget would look at widening the tax base to maximise revenue.
Jaitley, who will be presenting his first full fledged budget in
February, said that in his last budget he had increased the tax
exemption limit from Rs 2 lakh to Rs 2.5 lakh and would even raise it
further if he had more money.
"After all what are we talking about Rs 2.5 lakh today means, taking
all the deductions which we have given, somebody up to Rs 3.5-4 lakh
does not have to pay tax. So we have reached the situation broadly.
"One earning Rs 35,000-40,000 per month, if the person puts some
money for savings, (he) won't have to pay tax. But people falling in
this bracket say that they don't save anything with salary of Rs
35,000-40,000 (with) the present cost of living, the transport cost, the
fees of children and so on," Jaitley said.
Therefore, the minister said, he was against reducing the exemptions
to widen the tax net. "Then that's not my approach," he added.
"So I am quite willing, if I had my way and I had more money in my
pocket, I would like to expand. But today the revenue position is
challenging. Last time I gave several concessions, which were actually
beyond my means.
"But it's all fine to bring those who evade tax under the tax net.
But to bring this vulnerable section into the tax net, that can't be the
policy today. In fact if you put additional money in their pockets and
allow them to spend, then I collect correspondingly more indirect taxes
so I will rather encourage more economic activity."
On black money within the country, he said: "It is huge quantity and
more easily traceable. Because you go to real estate, you go to land,
you go to mining, you go to jewellery, you go to luxury goods, you will
find the domestic (black money). You go to educational institutions, you
will find it there. Therefore to trace out the buyers and the
recipients is also easy."

மத்திய அரசு ஊழியர் மகா சம்மேளனம் தமிழ்மாநிலக் குழுவின் சார்பில் கடந்த 18.11.2014 அன்று சென்னை தபால் துறை தலைவர் (O/O CPMG, TN ) அலுவலக வாயிலில் மாபெரும் தார்ணா போராட்டம் நடைபெற்றது. மகா சம்மேளனத்தின் மூன்றாவது கட்ட போராட்டம் இது. 12 அம்சக் கோரிக்கைகளை வலியுறுத்தி நாடு தழுவிய அளவில் அனைத்து மாநிலத் தலைநகரங்களிலும் இந்தப் போராட்டம் நடைபெற்றது. அதன் ஒரு பகுதியாக சென்னையிலும் இந்தப் போராட்டம் நடைபெற்றது.
1.1.2014 முதல் ஊதியக்குழுவின் பலன்களை அனைத்து மத்திய அரசு , GDS மற்றும் ஓய்வூதியர்களுக்கும் அளிக்க வேண்டும், இடைக்கால நிவாரணம் அளிக்க வேண்டும், பஞ்சப்படியை அடிப்படை ஊதியத்துடன் இணைக்க வேண்டும் , தபால் துறையில் பணிபுரியும் 265000 GDS ஊழியர்களையும் ஊதியக்குழு வரம்புக்குள் கொண்டுவர வேண்டும், புதிய பென்ஷன் திட்டம் ரத்து செய்யப் படவேண்டும், கருணை அடிப்படையில் வழங்கப்படும் வேலை வாய்ப்புகள் எந்தவித நிபந்தனையும் இன்றி முழுமையாக வழங்கப் பட வேண்டும், அனைத்து காலிப் பணியிடங்களையும் உடன் நிரப்பிட வேண்டும் , CASUAL ,MAZDOOR CONTINGENT , PART TIME ஊழியர்களுக்கு 1.1.2006 முதல் ஆறாவது ஊதியக் குழுவின் அடிப்படையில் உயர் ஊதியம் வழங்கிட வேண்டும் , அவர்களை பணி நிரந்தரம் செய்திட வேண்டும் என்பது உள்ளிட்ட கோரிக்கைகளுக்காக நடத்தப்படும் போராட்டம் இது.

தொடர்ந்து தமிழ் மாநில மகா சம்மேளனத்தின் பொதுச் செயலாளர் தோழர். SALIENT FEATURES OF RE-LAUNCHED KISAN VIKAS PATRA:
1.Amount Invested doubles in 100 months ( 8years 4 months)
2.Available in denominations of Rs 1,000, 5000, 10,000 and Rs 50,000.
3.Minimum deposit Rs 1000/- and no maximum limit.
4.Certificate can be purchased by an adult for himself or on behalf of a minor or by two adults.

Subject: Inclusion of Aadhaar (Unique Identification) number in Service
Book of Government servants -
The undersigned is directed to invite
attention to the provisions of the Supplementary Rules
which relate to maintaining records of service of a Government employee. As per
provisions of SR 199 every step in a Government servants’ official life must be
recorded in his Service Book and each entry attested by the Head Of Office. As per SR
202, Heads of Offices are to obtain the signatures of the Government servants in token of their having inspected their Service Books annually.
Further Rule 32 of the CCS (Pension) Rules 1972 provides for
issuing a communication on completion of 18 years of service, as part of
preparatory work for sanctioning pensionary benefits. The Service Books at present
contains details of bio data,
posting details, qualifying service, security details, HBA, CGHS, CGEGIS, LTC,
etc.
2. It
has been decided to include the respective Aadhaar numbers also of all Government servants in their Service Books. The e-Service
Book format already provides fields forAadhaar number of the Government servant.
3. All
Ministries / Departments of the Government of India are requested to
ensure that the Service Books of all employees have an entry of the employees’ Aadhaar number. Theattached and subordinate offices
under their control may also be suitably instructed for compliance,

Flood of letters to PM makes postal officials roll up sleeves
NEW DELHI: Call it a growing desire among citizens to directly connect
with the PM, the postal department has witnessed a phenomenal upsurge in
letters addressed to the country's highest office in the past few
months.
While the PMO used to receive anywhere between 5,000 and 10,000 letters
per month during Manmonhan Singh's tenure, the figure has been 1-2 lakh
every month since July, barely two months after Narendra Modi took over
as the , said officials. From the pathetic condition of a school to
suggestions to generate power from alternative and renewable sources,
people seem to be writing to Modi on everything under the sun.
While this could be an indicator of Modi's popularity among the masses,
the sudden increase in the volume of letters has had the post office at
Nirman Bhawan, which deals with the PMO letters, on its toes. This has
prompted the officials, who were accustomed to dealing with just one
fourth of these numbers, to increase the staff strength at the PMO dak
unit and upgrade infrastructure. The team led by post master general
Vishwamurti and the senior superintendent (central division) Binti
Chaudhry had also put in place a better delivery system.
According to an official, letters are first diverted to two beats, which
are dedicated to the PMO, where they undergo a security scan.
Subsequently, these are segregated on the basis of mode of post such as
speed post, ordinary post etc. "We make the entries in our computers and
then send the letters to the PMO latest by 11pm each day," the official
said.
A team of around 50 officials is at work at the Nirman Bhawan post office for the disposal of the letters marked for the PMO.
The letters, once read by the PMO officials, are sent to various
departments located in Shashtri Bhawan, Rail Bhawan etc depending on the
nature of complaints. The ones that require to be read by the PM are
brought to his notice.
Officials recall how they were taken aback when they received over a
lakh letters in July. "On an average, the daks used to be around
5,000-10,000. But in July and August, we had received around 1.26 lakh.
The number shot up to around 2.7 lakh in September during Modi's
birthday and the Kashmir floods," an official said.
"The postal department used to receive around 100 e-Money Orders daily,
which were sent as donations to the PM's relief fund, in the aftermath
of the floods in J&K. Apart from birthday wishes sent through lakhs
of letters, the post office received 3,000 "e-Post messages" on the PM's
birthday, another official said.
The trend, officials say, is unprecedented at a time when internet and
e-mail have touched every nook and corner of the country. They say this
will not only help revive the practice of writing letters, but also give
a new lease life to the long-dormant postal department.

Commemorative Postage Stamp on Liver Transplantation in India released at Delhi on 4th November 2014.
The Department of Posts released a commemorative postage stamp on Liver
Transplantation in India on 4th November 2014 on the occasion of 15
years of Liver Transplantation in India. The commemorative postage stamp
was released by Shri Ravi Shankar Prasad, Hon'ble Minister of
Communications & IT in a function held at Hotel Lalit, New Delhi.
Shri S. K. Sinha Member Postal Services Board and Dr. Pratap C. Reddy
Chairman Apollo Hospital Group were present in the function.
The only definite treatment for liver failure is a liver
transplantation. During a liver transplant, the diseased liver is
removed and replaced with a healthy one. The first successful Liver
Transplantation was performed on a child in 1967. Since then, there has
been tremendous progress in the complicated process of liver
transplantation, which in 1983 was confirmed to be a valid procedure in
cases of end stage liver disease (ESLD), in a consensus by the National
Institutes of Health. The first successful liver transplantation in
India was performed at Indraprastha Apollo Hospital, New Delhi on 15th
November, 1998 and since then around 4,500 such transplants has been
done in the country.
The liver performs various functions that are essential for the well
being of the body. Two types of liver transplant are possible: living
donor transplant and cadaveric transplant. In living donor transplant, a
portion of the liver is removed from a healthy person and placed into
the patient. Since the liver has the capacity to regenerate, both the
donor and the recipient liver portions grow to a normal size in a few
weeks. In a cadaveric transplant the donor is a brain dead person.
Note : All IPs/ASPs are once again requested to open at least one
philatelic deposit account (PDA) at philatelic bureau to get all kind of
commemorative postage stamps and stationary items at door step at free
of cost of department.
Introduction of Mandatory Induction Training for Probation clearance - regarding.
The Dopt order says, during the period probation, or any extension
thereof, candidates may be required by Government to undergo such
courses of training and instructions to pass examinations and tests as
Government may deem fit as a condition to satisfactory completion of the
probation.

OFFICE MEMORANDUM
The undersigned is directed to refer to this Department’s O.M of even
number dated 21 July, 2014 wherein consolidated instructions on
Probation/ Confirmation in Central Services were issued for ready
reference to all concerned. As per extant instructions during the period
probation, or any extension thereof, candidates may be required by
Government to undergo such courses of training and instructions to pass
examinations and tests as Government may deem fit as a condition to
satisfactory completion of the probation.
2. It has been decided that in all cases of direct recruitment there
should be a mandatory induction training of atleast two weeks duration.
Successful completion of the training may be made a pre-requisite for
completion of probation. The syllabus for the training may be prescribed
by the Cadre authorities and the Training Division of DOPT can be
consulted, if required.
3. The recruitment rules for all posts, wherever such a provision does
not already exist, may be amended to provide for such mandatory
training. Till such time as the Recruitment Rides are amended, a clause
on the above lines may be included in the offer of appointment.
