Mobile Money Transfer rolled out

India Post, on Friday, announced the launch of Mobile Money transfer service, in Karnataka Circle, jointly with BSNL. With this, the facility to transfer money will start at 400 chosen post offices across the State in the first phase. It will be gradually extended to all 1,500 post offices across the State, Chief Post Master—Karnataka Circle M S Ramanujan said.

M S Ramanujan said the service would be of great help to migrant population, who, otherwise, have to rely on other modes of money transfer. It will also benefit students who study away from their home towns, he added.

Using this service one can transfer minimum of Rs 1,000 and maximum of Rs 10,000. To use the service, senders would need to visit the post offices in the region where the service is available, deposit the amount and give the receiver’s details. After this, they would get a 16 digit transfer code on their mobile phone, which they would need to send to the recipient via SMS. The recipient can claim the money at a nearby post office, by showing the transaction code and verifying his identity. Recipient also needs to withdraw the money within 7 days of transaction.

The objective of the service is to lower the cost of transaction to enable transaction of even very small amounts. The charge for transferring Rs 1,000  to Rs 1,500 will be Rs 45, while for transferring Rs 1,501 to Rs 5,000, the fee will be Rs 79 and for Rs 5,001 to Rs 10,000, the commission will be Rs 120 including service tax.

India Post pushes ahead with banking plan despite opposition



Mumbai: Despite strong opposition from the finance ministry, the postal department plans to approach the Union cabinet next month seeking capital of up to Rs.1,900 crore for a proposed commercial bank, according to two people familiar with the development.

To be called Post Bank of India, its branches will be linked to India Post’s vast network of post offices and will promote goals of financial inclusion, its supporters say.
“The department has decided to move the cabinet by October to seek the capital for Post Bank,” said a senior bureaucrat familiar with the proposal. The official requested anonymity, citing sensitivity of the matter. The second person, a consultant, also declined to be identified.

An email sent to financial services secretary Rajiv Takru on Tuesday remained unanswered at the time of writing this story.
India Post needs the government’s permission for the Rs.500 crore capital that is needed to set up the bank if it gets a licence from the Reserve Bank of India (RBI). While many government departments support the plan, some—mainly the department of financial services—have raised serious reservations, the official quoted earlier said.

India Post estimates an immediate requirement of Rs.700 crore and an additional Rs.1,200 crore in the first five years of its operations.The move comes as the government prepares to launch a new bank exclusively for women with a capital base of Rs.1,000 crore.
The postal department, one of 26 contenders for banking licences, decided to rush with the proposal to the cabinet because it needs to convince RBI that it has enough funds if indeed Post Bank is shortlisted, the official said.

Global consultancy firm Ernst and Young LLP (EY) has drafted the blueprint for the proposed bank.RBI governor Raghuram Rajan wants new banking licences to be issued by January-end, before deputy governor Anand Sinha, who has been spearheading the licensing process, retires. RBI is currently scrutinizing the applications and is also in the process of setting up a high-profile panel, to be headed by former RBI governor Bimal Jalan, to screen them.

Contenders for the new banking licences include L&T Finance Holdings Ltd, Aditya Birla Financial Services Group, Mahindra and Mahindra Financial Services Ltd, LIC Housing Finance Ltd, Tata Capital Ltd, IDFC Ltd, Reliance Capital Ltd and Bajaj Finserv Ltd.
In August, the expenditure department of the finance ministry had rerouted an earlier draft cabinet note from India Post seeking Rs.1,900 crore for the banking entry to another wing of the ministry. It asked the postal department to first seek the approval of the expenditure finance committee.

The expenditure finance committee, headed by the expenditure secretary, normally scrutinizes proposals for amounts of more than Rs.300 crore and for the creation of new autonomous organizations, regardless of the amount.

Within the finance ministry, the department of financial services opposes the move, saying the postal department does not have the expertise to run a bank, including handling credit and other banking functions. It feels the business proposal is unlikely to be viable.


But the postal department does not agree with this view, saying it has several years’ experience in deposit mobilization and that Post Bank of India will be run by professional management using its strong network. The postal department has close to 155,000 offices spread across the nation, as many as 139,040 of which are in rural areas.

Each rural post office covers around 6,000 people on an average, and urban post offices cover about 24,000 people each, according to a 2011 estimate.

As of 31 March, the outstanding balance under the Post Office Savings Scheme stood at Rs.6.05 trillion, equivalent of half the deposits of State Bank of India, the country’s largest commercial bank, and double that of the largest private lender ICICI Bank Ltd.


According to an interim report by EY in April, the proposed bank will focus on those at the bottom of the pyramid, or the poor, in non-metro centres, and avoid urban areas that are already well-served by existing banks.People who already hold deposits with the Post Office Savings Scheme will have the option to transfer these to the proposed new bank, but this will not be compulsory, according to the official quoted earlier.

To begin with, Post Bank of India plans to open 300-400 branches, each also managing a specific number of postal outlets.

Globally, countries such as Germany and Japan run banks linked to their post office networks.
“India Post is the only player among the applicants with experience in deposit-taking. This is the core of financial inclusion. The finance ministry may have reservations about the Post, but its strength can’t be ignored,” said Abizer Diwanji, partner and head of financial services, EY India.
Entry into banking may also help India Post to leverage its branch strength in a profitable manner. It made a loss of Rs.6,346 crore in fiscal 2012, as letter-writing dwindled and private courier firms took away much of its business.

Naina Lal Kidwai, president of the Federation of Indian Chambers of Commerce and Industries and country head of HSBC India, said given that financial inclusion is the key criterion for issuing new bank licences, India Post has a definite edge over other applicants.
“Not only do 90% of their branches already exist in rural India, but their reach is evident even in the most remote, inaccessible and therefore often un-banked locations in the country, thereby automatically dispensing with the problem of access to branches,” Kidwai said.

Inform arrests via e-post, cops told

CHENNAI: Now that the telegram is dead, how should police personnel arresting suspects inform the arrest to the relatives or friends of the suspect, as is required by law? Can oral intimation through mobile phone substitute telegraphic message?

Settling these issues which concern the fundamental right to liberty of citizens, the Madras high court has said officers arresting a person should now make use of the e-post system. Pointing out that e-post had come into force from January 30, 2004, a division bench of Justice V Dhanapalan and Justice C T Selvam, in an order on Wednesday, said it's is a credible alternative to telegrams for intimation purposes. If information is to be passed on through mobile or landline phone, the state government must first invite BSNL authorities and device a mechanism to put in place an effective method of communication, including receipt of acknowledgement, the bench said.


The third alternative suggested by the bench was that the arrests be communicated through fax, from the police station where the arrests are made to the station nearest to the suspects' relatives or friends.
The bench was discussing the proper method to inform the arrest of suspects when two habeas corpus petitions filed on behalf of M Shanmugam, 51, and K Manjunath, 39, came up for hearing. Detained at the central prison in Salem, they said their arrest was unlawful because it had not been communicated to their family members.

Denying any illegality in their detention, additional public prosecutor M Maharaja told the court that the arrests were communicated through mobile phone, as it was an effective and speedy way of communication available with the authorities.

The judges asked additional solicitor general of India P Wilson about the services available with the postal department for instant communication of emergency messages. After Wilson narrated the details of e-post services, and how it has been tied up with the National Informatics Centre (NIC) to make full use of the internet revolution, the judges said it was a worthy alternative to the now-defunct telegraphic service.

Citing the Supreme Court verdict in the famed D K Basu case, which laid the pre-arrest formalities to be followed by police, the judges said intimation of arrest should be communicated to the relatives of the person concerned through legally recognised modes. If such intimation has not been made effectively, then the detention order would get vitiated.

Britain launches postal service privatization

LONDON: Britain's government on Thursday officially launched plans to privatize more than half of Royal Mail, saying an initial sale of shares in the state-run postal service would occur within weeks.
"Her Majesty's Government today announces its intention to proceed with an initial public offering of Royal Mail," said a joint statement, which added that the IPO was "expected to take place in the coming weeks".
Royal Mail is to list on the London Stock Exchange, while the coalition government said it would "retain flexibility around the size of the stake to be sold".
The government had in July announced plans to privatize more than 50 percent of Royal Mail following a major restructuring of the organization in recent years, triggered by fierce competition from email.
Royal Mail was expected to be Britain's biggest privatization since the 1980 sell-offs of former nationalized giants British Gas and British Telecom.
Media reports say the part sale of Royal Mail could be worth up to £3.0 billion ($4.74 billion, 3.57 billion euros). The government previously said that it would take on Royal Mail's historic pension deficit.
"This is an important day for the Royal Mail, its employees and its customers," business secretary Vince Cable said in Thursday's statement.

Cable, a member of the Liberal Democrats which share power with Prime Minister David Cameron's Conservatives, confirmed Thursday that 10 percent of Royal Mail shares would be handed out to its employees free of charge.
Around 150,000 staff will be eligible to get a free stake in the business under Britain's largest employee share scheme of any major British privatization for almost 30 years.
The government has argued that partial privatization will allow Royal Mail the freedom to raise capital, continue modernizing and meet booming demand for online shopping delivery.
Royal Mail recently enjoyed a surge in annual profits thanks to the increasing popularity of online shopping which generates parcel traffic, and owing also to deep cost-cutting and big increases in stamp prices.
The coalition government relaunched plans to part-privatize Royal Mail three years ago and after the proposal was ditched by the former Labour administration.
Former prime minister Gordon Brown's Labour government scrapped the sell-off plans in 2009 as Britain struggled with recession following the global financial crisis.
Royal Mail continues to operate most British postal services even though its more than 350-year-long monopoly of the letter-delivery business ended in 2006 as new rules kicked in to allow rival operators.
While Brown's Labour government was seeking to offload a big chunk of the Royal Mail, it was also forced to nationalize or rescue several major British banks at the top of the global financial crisis in 2008.

India Post banking system roll-out moves to user acceptance

Infosys is embarking on training India Post staff in how to use its Finacle banking system after completing the roll-out of the system at 155,000 post offices in India.

India Post is moving to the user acceptance phase of a project that began in August 2012, after Infosys won the contract to supply a core banking system to India Post.

C. N. Raghu, head of Infosys in India, said that, with 40% of the Indian population having no bank account, India Post with 155,000 branches is the ideal organization to get rural people into the banking system.
India Post has one branch per 8,000 people and 21km2.“We have finished our part of the project and will start user acceptance,” sad Raghu. “When we have finished that, the government standards agency will look at it and then it’s up to India Post to start using it.”

Infosys is to roll out 10,000 tablet devices to India Post staff that will integrate Finacle and enable the company to provide mobile banking services to rural people. This is the second project won by Infosys and, if successful, more tablets will be rolled out.

This will ensure banks can connect the last mile to citizens, according to Raghu. “An India Post worker will be able to take the banking system to people that can’t reach a bank.”

More people will want to set up bank accounts as the Aadhaar (UID) project – the Indian government's plan to issue all of its citizens biometric ID cards – gathers pace. With a unique ID, many more people will be able to set up bank accounts.

The combination of the reach of India Post and the technology will help Indian citizens that have so far been left out of the banking system. “This could be a powerful tool for financial inclusion,” sad Raghu.

The Indian government stands to benefit when cash currently invisible to the financial system re-appears, much of it taxable. According to research from Gartner, Indian banking and securities companies will spend about 417bn INR on IT in 2013, compared to 369bn INR in 2012.

There is pressure on Indian banks to become more competitive and gain large customer bases. The Reserve Bank of India – which regulates the Indian financial sector – recently announced guidelines for new companies to enter the banking sector which is leading to greater competition.

In May this year the Department of Posts (DoP) awarded Tata Consultancy Services (TCS) a six-year contract worth 11,000m INR to provide an end-to-end IT modernization program for India Post.

The program includes developing and supporting mail, finance & accounts, HR, customer interaction management solutions including the rural ICT platform, data migration, infrastructure, call center and centralized with 24-hour service desk operation for all DoP.
As core system integrator, TCS has responsibility for the overall integration of the end-to-end security system Enterprise Management System (EMS).
