MODERNISATION OF POST OFFICES

The Government plans to set up 1000 Automated Teller Machines (ATMs) and carry out computerization of Post Offices in the country as part of its ongoing modernization and upgradation drive. 

The Minister of State for Communications and Information Technology Shri Sachin Pilot informed the Lok Sabha today that the Department of Posts proposes to set up 1000 ATMs. 820 Head Post Offices have been identified for setting up ATMs across the country. Shri Pilot said that remaining 180 Post Offices will be identified during implementation phase. Of these a maximum 100 ATMs would be set up in Andhra Pradesh. 

The Minister said nearly 25000 Departmental Post Offices have been computerized. The Department offers a number of premium services like Speed Post, Express Parcel Post, Logistics Post etc. to generate additional revenue for the Department, he added.

AIPEU GDS NFPE REGIONAL MEET AT CENTRAL REGION

அகில இந்திய அஞ்சல் ஊழியர் சங்கம் GDS (NFPE)  இன் மத்திய மண்டல கலந்தாய்வுக் கூட்டம் 22.04.2012 அன்று மாலை சுமார் 3.00 மணியளவில் பாபநாசம்  தங்கமுத்து மாரியம்மன் திருமண  மண்டபத்தில் AIPEU GDS NFPE
மாநிலச் சங்க பொறுப்பாளர்களால் கூட்டப்பட்டது.

கூட்டத்திற்கு தோழர். பட்டுக்கோட்டை இளங்கோவன் தலைமையேற்க ,
புதுகை கோட்டச் செயலர்  தோழர். ஜானகிராமன் வரவேற்புரையாற்றினார்.
AIPEU GDS NFPE  சங்கத்தின் அகில இந்திய துணை பொதுச் செயலரும் தமிழ் மாநில சங்கப் பொறுப்பாளருமான தோழர். R.  தனராஜ் அவர்கள்
எழுச்சியுடன் தொடக்க உரையாற்றினார். 

அவர் தனது உரையில் மகாதேவையா  தலைமையிலான அகில இந்திய சங்கத்தின் தன்னிச்சையான போக்கு குறித்தும் ,  NFPE அமைப்பில் இருந்து விலகி ,  அகில இந்திய  மட்டத்தில் எந்த  ஒருஊழியர் பிரச்சினையையும்  தீர்க்க இயலாமல் அவர் உள்ள சூழ்   நிலையையும் , அப்பாவி GDS  ஊழியர் பணம்கோடிக்கணக்கில் கொள்ளை போனதையும் குறித்து 
விளக்கமாக உரையாற்றினார். மேலும் மாநிலச் சங்கம் ஒய்வு பெற்ற 
ஒரு சிலரது கட்டுப்பாட்டில் இயங்கும் அடிமைக் கூடமாக  உள்ளதையும்  சுட்டிக் காட்டினார்.  

தொடர்ந்து அஞ்சல் மூன்றாம் பிரிவு சங்கத்தின் மத்திய மண்டலச் செயலர் தோழர். A.  மனோகரன் அவர்கள் தற்போதுள்ள  GDS  மாநிலச்
சங்கத்தின் செயல் படாத தன்மையையும் ,  GDS ஊழியர்கள்  தாங்கொணாத
பிரச்சினைகளில் சிக்கித் தவிப்பதையும் சுட்டிக் காட்டினார். 

ஸ்ரீரங்கம், திருச்சி ,பாபநாசம் , மன்னார்குடி, திருத்துறைபூண்டி,
கும்பகோணம் , புதுக் கோட்டை, பட்டுக்கோட்டை ,மயிலாடுதுறை,
சீர்காழி , நாகப்பட்டினம், திருவாரூர், கடலூர் ,விருத்தாசலம் உள்ளிட்ட 
கோட்ட/ கிளைகளில் இருந்து நூற்றுக்கும் மேற்பட்ட GDS சங்கத்தின் நிர்வாகிகள் மற்றும் உறுப்பினர்கள் வந்திருந்தது , கலந்தாய்வுக்
கூட்டத்தை உற்சாகப் படுத்தியது.

GDS  ஊழியர்களது சிந்தனையைத் தூண்டும் விதம் சிறப்பாக அமைந்தது. 

இறுதியாக வாழ்த்துரை வழங்கிட அஞ்சல் மூன்றின்  மாநிலச் செயலர் அழைக்கப் பட்டார்.  அவர் தனது உரையில்,  UPTW  காலம் முதல்,
1954 இல் NFPTE  சம்மேளனம் துவங்கியது தொடங்கி, 1964 இல் GDS ஊழியர் சங்கம் குறித்து அன்றைய துறை அமைச்சர் பாபு ஜகஜீவன் ராம் அவர்களுடன்  ஏற்பட்ட ஒப்பந்தம், 1993  மத்திய அரசு ஊழியருக்கான
புதிய சங்க அங்கீகார விதி,  1995 GDS  ஊழியருக்கான சங்க அங்கீகார விதி
2003 சம்மேளன குழுக் கூட்டத்தின் முடிவு , 2007  சம்மேளன அங்கீகாரம்
கோரிய  நிலை, கல்கத்தா சம்மேளன கௌன்சில் ,   DEC.2008 GDS சங்கத்தின் தன்னிச்சையான வேலை நிறுத்தம், நடராஜமுர்த்தி கமிட்டியில் அதன்
நிலைப்பாடு , 2011 GDS CONDUCT AND ENGAGEMENT RULES , மற்றும் அமராவதி அகில இந்திய மாநாடு , AIPEU GDS NFPE  துவங்கியதன் அவசியம் என்பன குறித்து  விளக்கமாக நீண்ட உரையாற்றினார். மறைக்கப் பட்ட வரலாற்று
பகுதிகளை, விளக்கமாக GDS  ஊழியர் புரிந்து கொள்ள, இது ஒரு வாய்ப்பாக அமைந்தது என்றால் மிகையாகாது.

கூட்ட  முடிவில் வந்திருந்த  அனைத்து GDS  ஊழியர்களும் உற்சாகமாக
NFPE இன்  அமைப்பிற்குள் GDS  சங்கம் அமைப்பதே சிறந்த முடிவு  என்றும்
அதனை தம் பகுதியில் உடன் செயல் படுத்துகிறோம் என்றும்
உறுதியேற்றனர்.
நன்றியுரையுடன் கூட்டம் இனிதே நிறைவுற்றது. அந்தந்த பகுதியில் இருக்கும் P3, P4 , GDS   தோழர்கள் உடன் இணைந்து செயலாற்றி  நம்
NFPE GDS சங்கத்தை வலுவுடன்  அமைத்திட வேண்டுகிறோம்.

அறிவைத் தேடுவோம் ! அடுத்த தலைமுறை வளர்ப்போம் !


1.      An official is deputed to one office and he is drawing Daily Allowance for 180 days. Thereafter he has not been paid with any TA/DA. Is it correct?
Ø  As per SR 116, the transfer grant is admissible only if change of residence is involved. After 180 days, he can claim T.A bill by changing his residence to the newly posted station. But daily allowance as if temporary transfer will be entitled only up to 180 days.
2.      An official, after completing full tenure is transferred to another station at request. Whether he is entitled to claim TA/DA for his transfer?
Ø  The Department vide its letter dt. 18.12.95 clarified that officials transferred after completion of full tenure to the place of their choice will be entitled for TA and transit. This is effective from 18.12.95.
3.      If there is no change of residence, whether TA is entitled?
Ø  No. only one day joining time will be allowed.

4.      Whether an official who completed tenure and posted to another station as per his choice is entitled for joining time?
Ø  In fact no joining time is admissible for transfers at own request. But in cases of transfers at request after completion of full tenures, the joining time is entitled.

5.      Whether the officials retired can claim TA bills their settlement after retirement?
Ø  TA/DA is admissible to all regular employees having not less than 10 years service on their retirement and they can claim all entitlement as on transfer including composite transfer grant, and carriage of personal effects.
They can claim the facility to them and their family from the last station of duty to either declared home town or to any other place where they wish to settle. This should be availed within one year from the date of retirement.

The  undermentioned items are proposed to be taken up for discussions during the bi-monthly meeting with the PMG, CR  scheduled to be held on 27.04.2012. The same may kindly be entertained..
 
1.       Request for restoration of the various justified GDS SV posts , which were  orally  redeployed  by the  subordinate authorities against the orders of the Directorate,  since the  resultant stamp vending work now attached to MPCM counters is added  with the work load heavily at the counters and  hampering the public services badly.
2.       Request for recall of the  officials those who are on deputation from Divisions with RPLI/ PLI sections at R.O.,  P&T Dispensary and R.O. as assured in the RJCM meeting minutes by the CPMG, TN,  to  meet out  the shortage of  staff at operative ends otherwise outsourced agents may  be permitted  to compensate  the  work, with equal number in lieu thereof.
3.       Request for retention of the post of Accountant IV at Trichy HPO  since voluminous work attached with that branch such as Railways/Postal Family pension conversions, settlement of LTA cases, transfer of pension cases both inward/outward, Revision of pension/DA to BSNL, processing of  pre-2006 pension cases,  processing of CDA pension etc. etc. are  held up  resulting in undue delay and  inviting  enormous complaints.
The following office bearers will be attending the meeting. Necessary arrangements may kindly be made for granting special CL and  relief to them.

The following  items  are proposed to be taken up for discussions  during the bi-monthly meeting  to be held on 17.02.2012. The same may kindly be entertained.
1.       Re-opening of  item  No.2/2011 . The reply given on 17.10.2011 meeting,  was not implemented.  Even alternate arrangements were not made to  meet the various duties of unprovided work hours, as mentioned  therein,  for which  staff have been drawn from sanctioned establishments, besides  to  manage  heavy shortages.  Staff  met with untold sufferings due to engaging  in various un-normed  business  activities, extended business hours, shortage,  power cut, inadequate infrastructure  etc. etc.
2.       Re-opening of  item No.4/2011, since  the matter is already  taken up in the RJCM meeting on 24.08.2011 and  the CPMG, TN replied that instructions were given  to all Region to implement the  orders of Directorate.
New items:-
1.       Non implementation of  orders of Directorate /C.O. by the  Divisional heads on various issues years- to-gether  For  eg.
a)      Non drawal of enhanced rate of daily allowance (food charges)
 in respect of TA claims of officials for the period from 01-01-2012 to
 31-07-2012.  Food charges to be enhanced by 25% on grant of dearness
  allowance above 50%  with  effect t from  01-01-2012.

b)      Non grant of  MACP and other benefits to the RRR candidates appointed after  the
Judgement of  Honble Supreme Court of India.
c)       Non payment of  Honoraria for  drawal of  arrears to GDS  on Natarajamurthy Committee recommendations.
d)      Non payment of  Honoraria for drawal of pension arrears on pay commission recommendations
e)      Stepping up of the pay of the promotee seniors with direct recruited juniors appointed  on or after 1.1.2006 as per  Dte. Orders dt. 05.01.2011.
f)       Non revision of FSC   though ordered on 02.12.2010.
g)      Non  supply of APAR  to the  officials  in  the prescribed  period  to prefer any appeal  as per  the  orders  dt. 14.5.2009 &  13.04.2010

                  h)     Non grant of  advance of TA or non allowing of  TA to the  newly recruited 
P.A.s  in connection with undergoing  induction training after the date of  their appointment.
2.       Non functioning  of  UPS ,  printers, batteries in various  offices throughout the
Region  and non  supply of  Laser printers to take  print outs,  of  large volume of
EMOs.UPS  and printers almost in 80% offices of Central  Region are not in working  condition.  Despite reminders   AMC  for UPS and Printers are not attending faults. Because of UPS  failure customers could not attend  the office and transactions not done during the business hours. This is mainly because of 8 hours TNEB power cut on daily basis.  Staff  in total  computerized office are tortured to give data and other information through email.  In the mean time more and more offices are identified as EMO centre and they are authorized and ordered to take print of  EMOs without providing Laser printers. It is much difficult and time consuming to take print out  of EMO in ordinary dot matrix printers.  Eg.  Vedaraniyam, various Pos in  Mayiladuturai, Trichy, Thanjavur Dns.
3.       Request  for arranging  bank drawings in all towns, where  the branches of  any Bank  is available, since   the  funding  to   S.O.s   is highly at  risk due to  heavy payments  
to  the tune  of  lakhs of rupees on IMT,OAP MOs etc.  eg. In Mayiladuturai  , Vriddhachalam, cuddalore etc.

CONFIRMATION EXAM SCRAPPED- CLARIFICATORY ORDERS FROM DTE

கடந்த பிப்ரவரி மாதம் P.A. RECTT RULES  மாற்றப் பட்டு  அதில்  CONFIRMATION EXAMINATION  நீக்கப் பட்ட விபரத்தை உங்களுக்கு தெரிவித்திருந்தோம்.
ஆனால்  TAMIL NADU CIRCLE   உள்ளிட்ட சில CIRCLE  களில்  CONFIRMATION
EXAM  நீக்கப் படவில்லை என்றும்,  PROBATIONARY PERIOD  முடிந்தபிறகு
DPC மூலம்  CONFIRMATION  அளிக்க வேண்டும்  என்பதான உத்திரவே 
இது    என்றும்    கூடவே    CONFIRMATION EXAM ம்  எழுதிட வேண்டும்
என்றும்   புதிய விளக்கம் அளித்தார்கள்.  
எனவே இந்த பிரச்சினையை நமது அகில இந்திய பொதுச் செயலருக்கு நமது மாநிலச் சங்கத்தின் மூலம் எடுத்திருந்தோம். அவரும் 
இது குறித்து DG  அவர்களுக்கு கடிதம் எழுதி , அதன் நகல் BHARATHIYA POST 
பத்திரிகையிலும்  பிரசுரமாகியுள்ளது.  
தற்போது DG  அலுவலகத்தில் இருந்து இதற்கான விளக்க ஆணை
அளிக்கப் பட்டுள்ளது .  இதன் மூலம் CONFIRMATION EXAM  நீக்கப் பட்டது
உறுதி செய்யப் பட்டுள்ளது.

3.86 crore Aadhaar cards in process of being delivered: Government

The government today said as many as 3.86 crore Aadhaar letters are in the process of being dispatched while 6.46 lakh cards could not be delivered by the postal department due to various reasons such as incomplete address. 

As on April 20, 2012 a total of 17 crore Aadhaar numbers had been generated and 10.44 crore have been dispatched, Minister of State for Planning Ashwani Kumar said in a written reply in the Lok Sabha. 

"Out of these (10.44 crore letters), 6.58 crore Aadhaar letters have been delivered as reported by India Post and the remaining 3.86 crore letters are in transit," Kumar, who is also Minister of State for Science and Technology and Earth Science said.

He further said that as per the portal of the Department of Posts, the total returned letters as on April 20, 2012, stood at 6.46 lakh. This is 0.98 per cent of total Aadhaar letters delivered.

"There are five reasons for returned letters -- refused, deceased, insufficient address, addressee cannot be located and unclaimed," he said adding there was no bogus Aadhaar registrations. 

"The letter being returned are having clear remarks of the concerned postman of the area and they are one of the five mentioned reasons...," he said.

Mandate of UIDAI is to issue Aadhaar numbers to all residents of India.

Aadhaar aims to provide a identity infrastructure which can be used to improve delivery of public services.

DOS & DON’TS FOR PENSIONERS

1. A copy of every communication regarding pension is required to be endorsed to the pensioner by each node of pension delivery. Please ensure that your full contact postal address (preferably with PIN code) is always updated. Promptly intimate any changes of address to: -
a. Your Bank Branch
b. The Head of Office and the PAO in the Ministry from where you retired;
c. Central Pension Accounting Office
2. There should be proper nomination for pension account. Please retain the acknowledgement received from the bank carefully. It is advisable to open a joint account with your spouse if you are pensioners so that she/he does not hardship later.
3. Please direct your bank branch with proof establishing your Identity for first appearance at Paying Branch along with the copy of the special seal authority.
4. CPAO has sent two halves of PPO – the pensioner’s and the Bank’s. Your half of the PPO is to be handed over to you by your Bank branch when they call you for verification. Your signature will be obtained on their half for their record.
5. Please produce proper and acceptable evidence of eligible savings from time to time for the purpose of Income Tax calculation by the Bank.
6. Please collect Certificate of Income from pension from bank at the close of financial year, even if income tax is not deducted from the pension. Please collect form-16- income tax was deducted.
7. Please furnish Life Certificate early in the month of November every year.
8. A pensioner who produces a life certificate in the prescribed form in Annexure -XVII signed by any person specified hereunder, however, is exempted from personal appearance- :-
(i) A person exercising the powers of a Magistrate under the Criminal Procedure code;
(ii) A Registrar or Sub-Registrar appointed under Indian Registration Act;
(iii) A Gazetted Government servant;
(iv) A Police Officer not below the rank of Sub-Inspector in -charge of a Police Station; Offices;
(vi) A Class-I officer of the Reserve Bank of India, an officer (including Grade II officer) of the State Bank of India or of its subsidiary;
(vii) A pensioned Officer who, before retirement, exercised the powers of a magistrate;
(viii) A Justice of Peace;
(ix) A Block Development Officer, Munsif, Tehsildar or Naib Tehsildar;
(x) A Head of Village Panchayat, Gram Panchayat, Gaon Panchayat or an Executive Committee of a Village;
(xi) A Member of Parliament, of State legislatures or of legislatures of Union Territory Governments /Administrations.
(xii) Treasury Officer.
In the case of a pensioner drawing his pension through a Public Sector Bank the life certificate may be signed by an officer of a Public Sector Bank. In the case of a pensioner residing abroad and drawing his pension through any other bank included in the Second Schedule to the Reserve Bank of India Act, 1934, the life certificate may be signed by an officer of the Bank, A pensioner get exemption from personal appearance subject to production of Life Certificate signed by the above mentioned officer of the bank.
A pensioner not resident in India in respect of whom his duly authorized agent produces a life certificate signed by a Magistrate, a Notary, a Banker or a Diplomatic Representative of India is exempted from special appearance.
9. Non-employment Certificate/Re-employment Certificate should also be furnished every year in the month of November/May & November in case of retired Group ‘A’ officer.
10. Please apply in a prescribed proforma to the paying branch for restoration of commuted portion of pension on completing 14 years and 11 months in case your bank does not have a CPPC.
11. Please provide the Pensioner’s half of the PPO to your paying Bank Branch in the case of revision of pension for entry of enhanced pension with break up in this half.
12. Please ask for a due and drawn statement from your bank branch in case you have received any arrears in a lump sum.
13. Please ask for a pension slip with break up of in case of any doubt from bank branch
14. If Pensioner’s half is lost, worn or torn, a written request is to be immediately made to your paying Bank branch alongwith Pensioner’s half of PPO (if available).
15. Please keep all your Pension related documents including Pensioner’s half of PPO, safely, as these are important documents.

DON’TS

1. Do not delay in submitting the Pension Papers before retirement as it ultimately effects the time schedule to be followed by the various offices as under: -
(i) Pay & Accounts Officer issuing PPO – Despatch of PPO by PAO to the CPAO on the last working day of the month preceding the month of retirement
(ii) Central Pension Accounting Office (CPAO) – Despatch of PPO by CPAO to Link Branch of PSB by 20th of the month of retirement
(iii) Link Branch – Despatch of PPO by Link Branch to paying branch by 23rd of the month of retirement.
(iv) Paying Branch – Paying Branch will complete all formalities and ensure that the pension has been credited to the pensioner’s account on the last date of the month.
2. Please do not provide address and contact number which is likely to change in immediate near future. Please update your address by informing your bank branch, PAO, CPAO and DDO of the ministry you retired from.
3. In case you wish to change your bank or bank branch for pension disbursement, do not close your pension account unless new account is confirmed for pension disbursement.
4. Please do not fail to check whether you are receiving full pension/family pension authorized by the Govt. of India to you including is related pension with Dearness Relief if you are aged 80 and above.
5. Please do not forget that under the scheme of pension department through authorized banks, banks are required to pay pension to each pensioner by the last day of the month and the Govt. of India fully
