The Indian postal department plans to enter the banking business with RBI deciding to grant new bank licences to entities with credible track-record. Sources said the Department of Posts, which a strong foot print in rural areas, has appointed Ernst and Young as consultant for proposed 'Post Bank'.

"Ernst and Young is expected to submit detailed project report by April 2013, after which all necessary measures will taken up to apply for banking licence,"a source at Ministry of Communications and Information Technology told PTI.

Sources added that Department of Post (DoP) may need Cabinet approval for setting Post Bank of India.
The Reserve Bank of India today issued the much-awaited guidelines for new banking licences. Among other terms, new banks should open at least 25 per cent of branches in unbanked rural centres.

Of the 1.55 lakh post offices, around 24,000 district offices may be ready to offer banking services in next two years. Post offices are being enabled by core banking solution's connecting nationwide branches as part of an transformative IT project.

DoP is in process of setting up 1,000 ATMs. The country has around 90,000 bank branches at present.
"Post Bank shall not only take care of the banking needs of the rural poor but shall also converge with micro-insurance and micro-remittance services of the Department of Posts," the source said.

The head offices chosen for setting up ATMs covers all the states, with Andhra Pradesh leading the tally at 100 ATMs, followed by Tamil Nadu (92) and Uttar Pradesh (73). As many as 61 ATMs would be set up in Maharashtra, 60 ATMs in Karnataka, 51 ATMs each in Kerala and Rajasthan.

As per data shared with Parliament, there were over 26 crore operational small savings accounts in the post offices as on March 31, 2012 having deposits worth Rs 1.9 lakh crore.

SPECTACULAR SUCCESS OF TWO-DAYS STRIKE BY C.G.EMPLOYEES ALONGWITH WORKING CLASS OF INDIA

CONFEDERATION OF CENTRAL GOVT. EMPLOYEES AND WORKERS
PRESS STATEMENT
About 8 lakhs Central Government employees took part in the 48 hour (two day) general strike yesterday and today organised by the Indian working class as per the call of the Joint platform of 11 Central Trade Unions of the country. Besides 5 lakh Defence Civilian employees are also reported to have participated in this historic action.

The Strike was total and cent per cent in Income tax and Postal departments. The participation ranged from 60 to 90% in other Government of India organisations except in the Central Secretariat. As per the report, the strike was total in Assam, Tripura, West Bengal, Orissa, Bihar Andhra Pradesh, Tamilnadu, Kerala, Chhattisgarh and 60 to 70% in Rajasthan, Gujarat, Madhya Pradesh, Punjab, Haryana and partial in other States.

In Delhi, the Income tax and RMS offices of the Postal Department virtually remained closed. Not a single employee reported for duty in these offices. Many offices of the Civil Accounts and Post offices in Delhi also did not function on these two days.

Many establishments of Printing and Stationery, Indian Bureau of Mines, Geological Survey of India, Medical Depots, Customs, Ground Water Board, ISRO, Directorate of Marketing Inspection, Civil Accounts, Central Public Works Department remained closed throughout the country on both the days.
The National Secretariat of the Confederation places on record its sincere gratitude and appreciation of the efforts undertaken by the State/Branch level leaders to make this historic action of the Indian working class a resounding success by eliciting the total participation of the Central Government employees. The success of the two days strike action will no doubt embolden the employees and workers to chalk out intensified action programme including indefinite strike action to compel the Govt. to rescind the anti-people economic policies pursued since 1991.

Though the strike will be over tonight, the struggle against the anti-worker policies will continue. Let us keep this unity and fighting spirit intact.

தமிழக அஞ்சல் பகுதியில் வேலை நிறுத்த செய்திகள் :-

RMS  பகுதியில்  நாகர்கோயில் திருநெல்வேலி  தவிர அனைத்து பகுதிகளிலும் வேலை நிறுத்தம் முழுமையாக  நடைபெற்று வருகிறது. அந்தப் பகுதித் தோழர்களும்   இன்று இரவு இணைய உள்ளார்கள். RMS  T  டிவிஷனில் உள்ள அனைத்து அலுவலகங்களும்  நேற்று இரவு 12.00 மணிக்கு முழுமையாக மூடப்பட்டன.

NEW DELHI: Normal banking operations were hit today as employees of public sector banks went on a two-day strike in response to a call given by central trade unions to press for wage hike in the backdrop of rising inflation.

The nationwide strike call has been given by United Forum of Bank Unions (UFBU), consisting of nine national level unions, including AIBEA, NCBE, BEFI, INBEF, NOBW and AIBOC.
Trade union leader killed in Ambala

A trade union leader, who was squatting along with a group of workers near the local bus depot as part of the two-day nationwide strike call, on Wednesday died when he was hit by a bus in his bid to stop it from plying, a senior Roadways official said here.

"The incident took place around 4 am this morning when Narender Singh, a bus driver by profession, tried to stop the vehicle which was being taken out from the Ambala Depot despite the strike," district president, Haryana Roadways Workers Union's, Inder Singh Bhadana told reporters here.
Bharat bandh: During the Bharat Bandh or all-India strike today, factories and cars were vandalized in Hoisery Complex, Phase 2 in Noida near Delhi. Some factory-owners claim their property was looted. Factory owners told NDTV almost all building and warehouses in the complex was found vandalised with glass on facades found broken. Harjeev Chawla, one factory owner told NDTV that he began getting calls since around 8 am that mobs were roaming around the complex breaking glass and setting cars on fire.
CHANDIGARH: Normal life was disrupted in Punjab, Haryana and Chandigarh on Wednesday due to the nationwide strike called by the central trade unions in support of their various demands including steps to control price rise and strict enforcement of labour laws. 

The impact of the strike was felt on public transport services as majority of state owned buses plying on inter-state routes in Punjab and Haryana remained off the roads.

Thousands of people were stranded across Bihar on Wednesday as trains were stopped and key highways blocked by activists affiliated to various trade unions that have called for a nationwide two-day strike.

Workers of trade unions stopped nearly a dozen passenger and long-distance trains at Patna, Gaya, Jehanabad, Hajipur, Bhagalpur and Darbhanga railway stations.
THIRUVANANTHAPURAM: The 48-hour nationwide strike called by central trade unions hits normal life across Kerala today with workers from varied sectors, including transport and banking, staying away from work to protest the UPA government's economic and labour policies.
Early reports said buses and taxis were off the roads and shops and restaurants remained closed.
  
India's financial sector was crippled on Wednesday after all banks, insurance companies and commercial establishments in this commercial capital remained shut on the first of the two-day nationwide strike, organisers said.

"The banking and financial sector is 100 percent closed, not only in Mumbai and Maharashtra but all over the country," All India Bank Employees Association vice-president V Utagi told IANS.

Unions refuse to relent on strike call, talks with ministers collapse

Eleven Central trade unions tonight stuck to their call for a two-day nation-wide strike from Wednesday after talks with senior ministers convened at the instance of Prime Minister Manmohan Singh failed.

Rejecting the prime minister’s appeal on Sunday to the unions to call of the stir, the trade unions said the panel of ministers failed to give them any concrete proposal and that not even one of their demands were accepted.

"The strike is on… They are only asking for time. They say they will study the demand and will give proper reply or take necessary action later on… We said it is not possible, there should be some concrete decision over demands of the workers," INTUC President G Sanjeeva Reddy told reporters.

INTUC is affiliated to the Congress.

AITUC General Secretary Gurudas Dasgupta also endorsed Reddy’s views.

The two-hour long meeting was attended by representatives of all the 11 trade unions.

Prime Minister Manmohan Singh had on Sunday appealed to the unions to call off their strike as it would cause loss to economy besides inconvenience to people and offered talks.


The Prime Minister had requested his senior Cabinet colleagues A K Antony, Sharad Pawar and P Chidambaram besides Labour Minister Mallikarjun Kharge to hold discussions with the union leaders.

Finance Minister P Chidambaram could not attend the meeting because of ongoing budget meetings.

The meeting took place in Antony’s office at the Defence Ministry.

Reddy also said that government failed to offer any alternative to their call for strike.

"If no demand is settled and no concrete assurance is given, it is very difficult for the trade unions to withdraw or postpone the strike," he said.

Asked what were the offers given to unions from the government, he said, "No offer, they wanted more time. We said we have already given two years time. We placed the demands three years before, so three years time we already gave, so there is no question of giving more time."

The government could not give any concrete assurance on any one single demand,he said, adding therefore we are sticking to our strike plan.

The 10 demands mainly related to checking of price rise, generation of employment, halting of disinvestment in public sector enterprises and implementation of labour laws.

வேலை நிறுத்தம் வெல்லட்டும் !

நாடு தழுவிய அளவில் 10 கோடி தொழிலாளர்களுக்கு மேல்  , எந்த வித அரசியல் பாகுபாடும் இல்லாமல் எதிர் வரும் பிப்ரவரி 20 மற்றும் 21 தேதிகளில் நடைபெறவுள்ள  48 மணி நேர வேலை நிறுத்தத்தில் பங்கு கொள்ள உள்ளார்கள். 

ஆளும் கட்சியான இந்திய தேசிய காங்கிரசின் அங்கீகரிக்கப் பட்ட தொழிற் சங்கமான INTUC  இந்த வேலை நிறுத்தத்திற்கு அழைப்பு விடுத்திருப்பதும் அதன் இணைப்பு சங்கமான  அஞ்சல் பகுதியின் FNPO  இந்த வேலை நிறுத்தத்தை முன்னின்று  நடத்துவதும் இதற்கு உதாரணமாகும். எப்போதும் தனியே நிற்கும்  தோழர். மகாதேவையா தலைமையில் ஆன AIPEDEU  சங்கமும்  இந்த வேலை நிறுத்தத்தில்  தன்னை முழுமையாக ஈடுபடுத்திக் கொண்டுள்ளதாக அவரது வலைத்தளத்தில்  வெளியிட்டுள்ளார் என்பதும் இங்கு  குறிப்பிடத்தக்கது. 

மத்திய அரசின்  தனியார் மயக் கொள்கைகளை தடுத்திட நாம் தொடர் போராட்டங்கள் பல காலமாக நடத்தி வந்துள்ளோம். NATIONAL  POSTAL POLICY 2012 என்பது அறிவிக்கப்பட்டு , PPP  என்று சொல்லப்படும்  PRIVATE -PUBLIC -PARTNERSHIP  என்ற கொள்கை அஞ்சல் துறையில் தன்னிச்சையாக அறிவிக்கப் பட்டுள்ளது உங்களுக்கு தெரிந்திருக்கும். INDIA  POST  வலைத்தளத்தில் இது பிரசுரிக்கப்பட்டுள்ளது. 

இந்த சூழ் நிலையில் தனியார் கூரியர் நிறுவனங்களுக்கு அஞ்சல் சேவையில் பங்கு என்பது  தற்போது பிரகடனப் படுத்தப் பட்டுள்ளது.  ஒவ்வொரு அஞ்சலகத்திலும்  கூரியர் நிறுவனங்களுக்கு இடம் ஒதுக்கிக் கொடுக்க இந்த வரைவு வழி வகை செய்துள்ளது . இதனை நாம் எதிர்க்க வேண்டிய  கட்டாயத்தில்  உள்ளோம். நாம் மட்டுமே தனியாக போராடினால் மத்திய அரசின் கொள்கை முடிவுகளை எதிர்த்திட முடியுமா என்பதை உங்களின் சிந்தனைக்கு விடுக்கிறோம். 

நாடு முழுதும் உள்ள கோடிக்கணக்கான  மத்திய, மாநில அரசு ஊழியர்கள், பொதுத் துறை ஊழியர்கள், வங்கி ஊழியர்கள் , அமைப்பு சாரா ஊழியர்கள், பாதுகாப்புத்துறை ஊழியர்கள்  திரண்டெழுந்து போராடும் போது  நாம் மட்டும் ஒதுங்கி நின்று வேடிக்கை பார்க்கலாமா ?

இந்த வேலை நிறுத்தத்தில் கலந்து கொள்ளாமல் , பிறகு பார்த்துக் கொள்ளலாம் என்றிருந்தால்  , நாம்  போராடும் போது  எவர் வருவார் என்பதை  சிந்திக்க வேண்டுகிறோம் .

எப்போதும் போல  நம்மில் ஒரு சிலர்  இது அரசியல் கட்சிகளின் போராட்டம் என்று கூறி ,  ஊழியர்களை  பிளவு படுத்த நினைப்பது எந்த வகையில் சரி என்பதை  உங்களின் சிந்தனைக்கே  விடுகிறோம் .  

நாளை BSNL  போல நமது துறையும்  சீரழிக்கப் படும்  . BSNL  ஊழியர்கள் , அவர்களது துறை காக்க போராடும் காலமெல்லாம்  அதனை கொச்சைப் படுத்திய  சில பிளவு வாத சக்திகள் , இன்று  4 ஆண்டுகளாக அந்த ஊழியர்களுக்கு BONUS  நிறுத்தப் பட்டுள்ளதற்கு  என்ன பதில் சொல்வார்கள் . போதிய நிதி இல்லை என்று கூறி BSNL  இல்  மாத சம்பளமே சில மாதங்களுக்கு முன்னர் நிறுத்தப் பட்டது உங்களுக்கு நினைவிருக்கும் . அவர்களுக்கு LTC  கிடையாது . தற்போது ஒரு லட்சம் ஊழியர்கள் உபரி என்று அறிவிக்கப் பட்டு  VRS  இல் செல்ல நிர்ப்பந்திக்கப்  படுகிறார்கள் 

இது போல நமது துறையிலும் , கூரியர் நிறுவனங்களுக்கு கதவு திறந்து விடப்பட்டு , CBS  திட்டம் மூலம்  கிளை அஞ்சலகங்கள் வரை centralised  server  உடன்  இணைக்கப் படுமானால் ,  துணை  அஞ்சலகங்களில் வேலை  பாதியாகக் குறையும் .  தலைமை அஞ்சலகங்களில் SBCO,  SO SB BRANCH, MO PAID BRANCH   போன்றவை இருக்காது .

 ECS  மூலம் சம்பளம் உட்பட அனைத்து  ஊழியர்  BILL களும் பட்டு வாடா செய்யப் படும் போது  ACCOUNTS  BRANCH  எப்படி  இருக்கும் ?  அப்போது  ஊழியர்கள் உபரி என்று  இந்த இலாக்காவும் , அரசாங்கமும் அறிவிக்க எவ்வளவு நேரம் ஆகும் ?  BSNL  போல  நமக்கும்  போனஸ்,  சம்பள  நிறுத்தம் வருமா வராதா ?  இந்தக் கொடுமை எல்லாம் எதிர்க்க வேண்டிய கடமை நமக்கு இருக்கிறதா இல்லையா ? இதனை எதிர்க்க இந்திய தேசமெங்கும்  அனைத்து பகுதி ஊழியர்களும் அணி திரளும் போது 
நாம் மட்டும் ஒதுங்கிக் கொள்ளலாம் என்று சிலர் பிரச்சாரம் செய்வது   கோழைத்தனமா ?  குழு மனப்பான்மையா ?

பொது நன்மை தேவையா ?  தனி மனிதர்களின் விருப்பு வெறுப்பு  தேவையா ?சித்திக்க வேண்டுகிறோம் .  இன்று 10 கோடி பேருடன் இணைந்து  போராட வில்லையானால் , நாளை   தனியே போராடி மட்டும்  தலைகீழாக  மத்திய அரசின் கொள்கை முடிவுகளை புரட்டிப் போட்டுவிட முடியுமா ?  ஒவ்வொரு துறையிலும் ஊழியர்கள் பாதிக்கப் படும் போது , ஆங்காங்கே போராடி  தடுக்க முடியாத போது , தற்போது  அனைத்து பகுதி ஊழியர்களும் ஒன்று  திரண்டுள்ளோம் !

இன்றில்லையேல்  என்றும் இல்லை ! 
களம் இறங்கிப் போராடுவோம் !
போராட்டத்தை முழு வெற்றியாக்குவோம் !

Dear Comrades,

February 20th & 21st (Two Days) General Strike

At the call of Central Trade Unions & Confederation of Central Govt. Employees & Workers, postal JCA - both National Federation of Postal Employees & Federation of National Postal Organizations (FNPO), India and world will be witnessing one of the biggest strike of the united working class on February 20th & 21st,  for the first time in the history.  All the Central Trade Unions including INTUC, BMS, AITUC CITU, HMS etc. , Employees Central & State, Teachers Federations, public sector organizations, are participating in the strike.  The main demand is reversal of the anti-Labour, anti-people, neo-liberal economic policies of the Central government.  Campaign of confederation’s National leaders is going on in all the states.

Endorsing the decision of the Central Trade Unions and Federations, Strike Notice has been served by the confederation to the Cabinet Secretary.  After parliament March on 26th July, 2012 & submission of Memorandum to the Hon’ble Prime Minister of India on 26th July, 2012 through this clarion call of Strike on 20th & 21st February, practically, the Central govt. Employees are as a whole, in the continuous process of movements & struggles as we had already joined nationwide Strike in the 1st phase on 12th December, 2012.   

In Postal, both NFPE & FNPO are participating in the nationwide strike under the banner of Joint Council of action for achieving the Goal.


The demand for appointment of 7th CPC and merger of 50 % DA, is still pending.  We must continue our struggle till these demands are accepted by the Govt. of India. 


In addition to the common charter of demands, postal JCA has raised the Postal oriented demands also, including wage revision, DA merger, against abolition of posts, National Postal Policy, GDS demands, Casual Labour issues, Cadre restructuring, revision of OTA rates & compassionate appointments.  The joint strike notice has been served to the Secretary, Department of Posts on 22.01.2013.  Copy of the strike Notice and charter of demands have already been published in the websites and also in the journals of all unions and Federations.  As part of the campaign programme, all India leaders of NFPE & FNPO jointly addressing the campaign programmes in all Circles.

     Globalization & Neo-Liberal policies through the processes of in formalization and casualization, is reducing the size of employment in the Government Sectors and expanding that in the unorganized and informal sectors.  With the growing contracting out of jobs of the Government Sectors and public sectors, the prospects of EMPLOYMENT GROWH in the government and public sectors, are becoming bleak.  Since adoption of Neo-Liberal policies in 1991, Govt. & public sectors have lost almost 50 % of the total work force in 20 years in a situation when our current enrollment of younger generation for higher studies ( above 12th class standard) per year, is more than 1.5 Crore.  Further when, technological changes are always invited, but that should not result in unemployment in a country like ours where several crores of educated youths are seeking jobs.  So, the nation must have control over the pace of technological changes.


That is why, we have been asking for filling up of the vacant posts and creating of posts on functional requirements.  We are demanding stop downsizing, out sourcing, contractorization, cooperation & privatization of Govt. functions.


We are demanding for removal of the anomalies in the MACP scheme, for FIVE PROMOTIONS to all employees as is provided for in the case of Group-A services, for withdrawal of the PFRDA Bill, for scrapping of the New contributory pension scheme & demanding the right to strike to be treated as a legal and fundamental right of the Government employees on par with other sections of the working class. 

          We believe that strong labour Institutions/Unions and State intervention are essential for building industrial systems based on the principles of equity and justice.Neo- Liberal policies are in full swing operating to exclude the working class from the national politics by privatization and casualization of works in government and public sector undertakings.  Thus, we, the working class are in danger of being eliminated as a significant social institution.  We, the working class, will have to show & prove that they (can) strongly organize in defence of their interests through Nationwide strike on 20th & 21st of February, 2013.
 
Friends, our path of struggles were never strewn with the flowers of popular applause.  Our ancestors have always played a great role in mobilizing the working class for festival advance, improved rate of DA, for formation of 2nd CPC  in 1958, 3rd CPC, 4th CPC, 5th CPC & 6th CPC, for weekly off, better & improved pay scale, increment and better fixation formula,  Two promotions-Three promotions, Bonus and Child Care Leave.  Many senior comrades were jailed, dismissed severely punished by reduction upto 2-3 stages, reverted to Lower cadres and even died of firing to achieve those demands.  Presently, whatever we are enjoying, are the resultant effects of their struggles, sacrifice, atrocities and blood-shed. So, comrades, definitely, wake up to the call of two days’ nationwide strike on 20th & 21st February, 2013 and victory will be ours.
 
 
For two days’ strike, Multi-Tasking staff would face wage cut for 2 days ranging from Rs. 500 to Rs. 1000 per day depending upon length of service & PACO & supervisors would face wage cut ranging from Rs. 750 to Rs. 1600 depending upon the length of service.  Whereas for non merger of 50 % of DA with Basic Pay, one MTS is getting a wage loss ranging from Rs. 2000 (approx) to Rs. 4000 per month & that of PACO & Supervisor varies between Rs. 3000 to Rs. 6500 per month since 01.07.2012. 
 
So, comrades, it is not the question of losing our two days’ wages.  We must fight together as obedient soldiers under the call of Central JCA for making the strike of 20th & 21st February, 2013 a glorious success & face the threat of extinction.  Keep close contact with all the Regional secretaries over phone so that they do not feel isolated & make them aware of this circular & involve them in a massive scale to join the strike.
 
Please make an appeal to all members to join the strike enmasse & under no circumstances strike days should be compromised by submitting any kind of appeal or petition or medical certificates etc.

Mail Network Optimization Project (MNOP) gets National E-Governance Award 2012-13

Mail Network Optimization Project (MNOP) has got National E-Governance Award for the year 2012-13 under the category "Outstanding Performance in Citizen-centric Service Delivery". National e-governance awards are given every year by the Department of Administrative Reforms & Public Grievances, Government of India to "recognize and promote excellence in implementation of e-governance initiatives". The awards were given at the 16th National Conference on E-Governance held at Jaipur (Rajasthan) on 11th February 2013.

Subject:        Notice of two days strike on 20th & 21st February, 2013.
Sir,
            With reference to letter No. JCA 2013 dated 22nd January, 2013 from Postal Joint Council of Action stating that all the Postal/RMS/MMS/Administrative and Postal Accounts Employees and all the Gramin Dak Sevaks will go on two days strike on 20th & 21st Feb, 2013 in support of Charter of Demands enclosed with the letter referred to above. Part-I of The Charter of Demands relates to the entire Government of India and perhaps will be examined by Department of Personnel and Training. Part-II of the Charter of Demands relating to the Department of Posts is being examined by us. The progress in respect of these demands will be intimated to you shortly.
2.         As you are aware the Department of Posts has a well established system to resolve the demands of the employees through discussions across the table. In the recent past, periodical meetings granted by Secretary (Posts),JCM Standing Committee Meeting and JCM Departmental Council Meetings were held where a number of issues have  been discussed  in detail and the minutes has been issued to all concerned for solving staff matters. It is felt that no fruitful purpose is served by agitation especially when the problems can be mutually discussed and resolved. Such disruptions also hamper our business and goodwill.
3.         In view of the above, it is requested that both the federations and its affiliated Unions may call off the strike so that the Postal Services are not hampered and public is not put to any avoidable inconvenience.
