புதுகை மாநாடு  வெற்றி மாநாடு !

அன்புத் தோழர்களே !  தோழியர்களே ! இனிய  வணக்கம் !

கடந்த செப்டம்பர் திங்கள் 4,5,6 மற்றும் 7 , 2015 தேதிகளில் புதுகை நகரில் நம்முடைய அஞ்சல் மூன்று சங்கத்தின்  37 ஆவது தமிழ் மாநில மாநாடு சீரும் சிறப்புமாக நடைபெற்றது உங்களுக்குத் தெரியும்.  மாநாட்டிற்கு பல சிறப்புகள் உண்டு . 

முதன் முதலாக குளிரூட்டப்பட்ட அரங்கு,  குளிரூட்டப்பட்ட  இரவு தங்கும் அரங்கு  ஏற்பாடு செய்யப்பட்டது தமிழக அஞ்சல் தொழிற்சங்க வரலாற் றில் இதுவே முதல் முறையாகும். 

நீண்ட காலங்களுக்குப் பிறகு (அநேகமாக 1980 க்குப் பிறகு எனலாம் ) தமிழகத்தின்   CHIEF  PMG  கலந்துகொண்டு  கருத்தரங்கில் உரையாற்றியது மட்டுமல்லாமல் , சார்பாளர்களின்  கேள்விகள் அனைத்திற்கும் நம்முடைய தொழிற்சங்க பயிற்சி வகுப்புகளில் நாம் செய்வது போல , அவர் பொறுமையாக பதில் அளித்ததும் இதுவே  முதல் முறையாகும்.  மத்திய மண்டல  PMG அவர்களும் கருத்தரங்கில்  கலந்து கொண்டு உரையாற்றினார். இது  சிறப்பான அரங்காக அமைந்தது.

ஜனநாயக பூர்வமாக, முதல் நாள்  அன்றே CREDENTIAL  படிக்கப்பட்டு "அவை" முறையாக கூட்டப்பட்டதும் இதுவே முதல்முறை எனலாம். எப்போதும்  SUBJECT  COMMITTEE துவக்கி விவாதங்கள் தொடர்ந்த பிறகு இறுதி நாளில்தான்   CREDENTIAL  படிக்கப்படும் . இதனை பல மாநில மாநாடுகளிலும், பல அகில இந்திய மாநாடுகளிலும் நீங்கள் பார்த்திருப் பீர்கள்.

முதன் முறையாக கோட்ட/ கிளை வாரியான சார்பாளர் பட்டியல், உறுப்பினர்  தகுதி,  வாக்கு பதிவிடும் சக்தி (VOTING  POWER) என்பவை பட்டியல் இடப்பட்டு எழுத்து பூர்வமாக அனைத்து  கோட்ட/ கிளைச் செயலர்களுக்கும் அதன் நகல் வழங்கப்பட்டதும் இதுவே முதல் முறையாகும்.

Cabinet approves launch of sovereign gold bond


NEW DELHI, SEPT 9:  The Cabinet today approved Gold Bond and Gold Monetisation schemes to reduce the metal’s demand in physical form and fish out idle gold lying with households and other entities.


“It is safer and economically more stable to go under both these schemes,” Finance Minister Arun Jaitley said after the Cabinet meeting.
The Gold Bond scheme will have an annual cap of 500 grams per person and such bonds would be issued for a period of 5-7 years.
“The Cabinet today cleared the Gold Bond scheme. Under this scheme instead of buying physical gold, Indian residents can buy the gold bonds,” Jaitley said.
The Budget 2015-16 had proposed to launch a Sovereign Gold Bond (SGB) scheme to develop a financial asset as an alternative to gold.
The bonds will be issued in 2, 5 and 10 grams of gold or other denominations and the tenor of the bond could be for a minimum of 5-7 years so that it protects investors from medium-term volatility in gold prices, Jaitley said.
As regards the Gold Monetisation Scheme, the minister said people holding idle gold can deposit it in banks for either short, medium or long term.
“This is not a black money immunity scheme and normal taxation laws would be applicable,” Jaitley said when asked if this was an immunity scheme.
He said around 1,000 tonnes of gold is imported annually and people hold such quantum of idle gold just for investment purpose every year.
By taking advantage of gold monetisation scheme, people can deposit idle gold with authorised agencies and take advantage of the price escalation of gold as well as earn interest on the deposit, he said.

NEW DELHI: Good news for central government employees. The Union Cabinet on Wednesday cleared a proposal to increase dearness allowance (DA) to 119% from 113%, which will potentially benefit over one crore government employees and pensioners. 


The proposal to increase DA by six percentage points was taken at a meeting by the Union Cabinet. 
DA is paid as proportion of the basic pay. 
Earlier in April, the government had hiked DA by 6% to 113% of their basic pay with effect from January. 
The proposed DA hike will take effect from July 1. As per the agreed formula, the DA rate increase is an average of 12-month consumer price index-industrial workers from July 1, 2014 to June 30, 2015. 
The proposed hike is in accordance with the accepted formula based on the recommendations of the 6th pay commission, which will benefit 48 lakh government employees and 55 lakh pensioners. 
Last month, the Cabinet had given approval for the extension of the term of the 7th Central pay commission by four months up to December 31.

The Cabinet is likely to consider tomorrow a proposal to increase dearness allowance to 119 per cent from 113 per cent, which if cleared will potentially benefit over one crore government employees and pensioners.

"The proposal to increase dearness allowance by six percentage points to 119 per cent is likely to be taken up by the Cabinet tomorrow," a source said.Earlier in April, the government had hiked DA by 6 per cent to 113 per cent of their basic pay with effect from January. However, president of Confederation of Central Government Employees' and Workers K K N Kutty said: "The government should have given interim relief and merged DA with basic pay in view of the extension of term of the 7th Pay Commission by four months till December 31, 2015." 

Elaborating, Kutty added: "The government assured employees that the 7th Pay Commission will submit its report in 18 months. It's delaying submission of the report by the commission because it doesn't want to increase its salaries bill this fiscal." 

He further said that keeping in view the real rate of price rise, DA should have been 185 per cent of the basic pay.

Last month, the Cabinet had given approval for the extension of the term of the 7th Central Pay Commission by four months up to December 31.

Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh has said that the Union Government is in favour of doing away with the practice of holding interviews for appointment to junior level posts. Presiding over a meeting of Principal Secretaries of General Administration Department (GAD)/Personnel from different States and Union Territories here today, Dr Jitendra Singh said that the Department of Personnel & Training (DoPT) has initiated a serious exercise for identifying the posts for which interview for selection can be discontinued and a communique in this regard has been sent to various State Governments, State Public Service Commissions and Staff Selection Commission. He said that this follows the suggestion put forward by the Prime Minister Shri Narendra Modi during his Independence Day address to the nation from the ramparts of the Red Fort.
Dr Jitendra Singh said that the government will soon identify all those posts, particularly at junior level like Group III & IV, where an interview is avoidable and will stop this practice. He said, for a post for which an interview is not necessary to determine the capability of a candidate, the provision of interview sometimes leads to scope for manipulation, manoeuvrability and corruption. Therefore, barring such posts where an interview would help in testing special capabilities for a particular assignment, abolition of the provision of interview will not only be in larger public interest but would also offer a level playing field for even those of the candidates who lack resources and come from lower socio-economic strata, he added.
Referring to some of the revolutionary decisions taken by the DoPT during the last 15 months of the present government, Dr Jitendra Singh made a special mention of the introduction of self-attestation of certificates. This, he said, not only eliminated inconvenience caused to the youth for going around to seek attestation of certificates from gazetted officers, etc., but also sent out a reassuring message that the present government has the capacity to trust the youth of this country. Similarly, he also referred to the Pension Department’s plans to finalise Pension Portal which would help in ending the practice of producing life certificates by a pensioner.
Dr Jitendra Singh also informed that a pilot exercise undertaken for three States of Jammu & Kashmir, Maharashtra and Tamil Nadu had proved successful wherein, for the first time, an Induction training programme was introduced for the newly inducted State-level functionaries and the same practice is now being extended to other States as well. He also referred to a landmark decision by the DoPT to revise and revisit the pattern and syllabus of IAS and other Civil Services Exam to offer a level playing opportunity for aspirants from different streams.
The meeting was attended among others by Secretary, DoPT, Shri Sanjay Kothari, Secretary, Department of Administrative Reforms & Public Grievances, Shri Devendra Chaudhry and Establishment Officer, DoPT, Shri Rajiv Kumar.

MEMORANDUM 
In this department Memorandum No. 6535-F(P) dt. 01.09.2015 it has been mentioned that no leave will be granted to any employee commencing from a date before 2nd September, 2015 and continuing thereafter excepting on the grounds as mentioned in the Memorandum No. 2013-F(P) dt. 06.03 .2012. It has also been mentioned there that in such case the entire period of absence will be treated as dies non and no salary will be admissible.
Now confusion has arisen, if this will be applicable in case of already sanctioned leave like Child Care Leave, Maternity Leave, Earned Leave etc. In this connection, attention is drawn that in the said order dt. 0l.09.2013 it has also been mentioned that absence will be treated as dies non and salary will not be admissible unless the same is covered by the grounds in Finance Department Memorandum No. 2013-F(P) dt. 06.03.2012 where one such ground is that the provision will not apply in case of employees who had been on leave continuing from before.
Now, to remove the confusion it is clarified that absence will not be treated as dies non and no salary will be deducted or treated to be inadmissible in case of leave like Child Care Leave, Maternity Leave, Earned Leave, etc. sanctioned before the date of issuance of Finance Department's order No.6535-F(P) dated 1.9.2015.

OUR DEMAND FOR HRA ON THE BASIS OF CENSUS 2011-- SUCCESS

Revision of the classification/upgradation certain cities/towns on the basis of Census-2011 for the purpose of grant of House Rent Allowance and Transport Allowance to Central Government employees

The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, has given its approval to the proposal of the Ministry of Finance, Department of Expenditure for reclassification/upgradation of certain cities/towns on the basis of Census-2011, for the purpose of grant of House Rent Allowance (HRA) and Transport Allowance to Central Government employees.
On the basis of the final population figures of Census-2011, two cities have qualified for being upgraded from 'Y' class to 'X' class and 21 cities have qualified for being upgraded from 'Z' to 'Y' class for the purpose of HRA. Six cities have qualified for being upgraded from "Other Places" to specified higher class for the purpose of Transport Allowance.
The revised classification of cities shall take effect from 01.04.2014. The impact on the exchequer on account of upgradation of 29 cities, would be approx. Rs.128 crore for the year 2014-15.
Background:
HRA and Transport Allowance are admissible to Central Government employees depending upon employees' Basic Pay (including NPA where applicable)/Grade Pay and the classification of the city/town where they are posted. The existing classification of cities/towns in different classes viz. 'X', 'Y' and 'Z' for the purpose of HRA and 13 specified cities classified earlier as 'A-1'/ 'A' and "Other Places" for the purpose of Transport Allowance, is as per the criterion recommended by the 6th Central Pay Commission. The existing qualifying limits of population for classification for HRA purpose is 50 lakhs & above for 'X', 5 - 50 lakhs for 'Y' and below 5 lakhs for 'Z' class city. Transport allowance is payable at 'higher rates' in 13 specified cities classified earlier as 'A-1' / 'A' (that is those cities having population of 20 lakhs & above) and at 'lower rates' in all other places.
The classification of cities/towns for this purpose is revised on the basis of their population as reflected in the decennial census report. The existing classification of various cities/towns is based on 2001 Census figures. The criterion of population for this purpose has been followed as recommended by the Central Pay Commissions.

Revision of the classification/upgradation certain cities/towns on the basis of Census-2011 for the purpose of grant of House Rent Allowance and Transport Allowance to Central Government employees

The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, has given its approval to the proposal of the Ministry of Finance, Department of Expenditure for reclassification/upgradation of certain cities/towns on the basis of Census-2011, for the purpose of grant of House Rent Allowance (HRA) and Transport Allowance to Central Government employees.
On the basis of the final population figures of Census-2011, two cities have qualified for being upgraded from 'Y' class to 'X' class and 21 cities have qualified for being upgraded from 'Z' to 'Y' class for the purpose of HRA. Six cities have qualified for being upgraded from "Other Places" to specified higher class for the purpose of Transport Allowance.
The revised classification of cities shall take effect from 01.04.2014. The impact on the exchequer on account of upgradation of 29 cities, would be approx. Rs.128 crore for the year 2014-15.
Background:
HRA and Transport Allowance are admissible to Central Government employees depending upon employees' Basic Pay (including NPA where applicable)/Grade Pay and the classification of the city/town where they are posted. The existing classification of cities/towns in different classes viz. 'X', 'Y' and 'Z' for the purpose of HRA and 13 specified cities classified earlier as 'A-1'/ 'A' and "Other Places" for the purpose of Transport Allowance, is as per the criterion recommended by the 6th Central Pay Commission. CPMG  திரு. M .S . ராமானுஜன்  அவர்களுடன் சிறப்பு நேர்காணல் 

தேங்கிக் கிடக்கும் பிரச்சினைகளை தீர்த்திடக் கோரி  AUDIT  அலுவலக பிரச்சினையுடன்,  நமது அஞ்சல் மூன்று சங்கத்திற்கும் CPMG யுடன் ஒரு சிறப்பு நேர்காணல் கோரினோம்.  அதன் படி கடந்த 29.05.2015 அன்று காலை 12.00 மணி தொடங்கி 01.30 மணி வரை  நமது தமிழக CPMG (ADDL  CHARGE ) திரு. M .S . ராமானுஜன் அவர்களுடன் நமது அஞ்சல் மூன்றுக்கென   சிறப்பு நேர்காணல் நடைபெற்றது. 

நேர்காணலில்  CPMG யுடன்  அஞ்சல் மூன்று மாநிலச் சங்கத்தின் சார்பில் மாநிலச் செயலர் தோழர். J . இராமமூர்த்தி, மாநிலத் தலைவர் தோழர். J . ஸ்ரீ வெங்கடேஷ் , மாநில நிதிச் செயலர்  தோழர். A . வீரமணி ஆகியோர் கலந்துகொண்டனர். கீழே  அளிக்கப்பட்டுள்ள கடிதத்தில் உள்ள பிரச்சினைகள் குறித்து விவாதிக்கப்பட்டது . நேர் காணல்  சுமூகமான சூழலில் நடைபெற்றது. நமது தரப்பு வாதங்களில் பெரும் பகுதியை  CPMG அவர்கள் ஏற்றுக் கொண்டு அதன் மீது  உடன் உரிய நடவடிக்கை எடுப்பதாக உறுதி கூறினார். பேசப்பட்ட பிரச்சினைகளின் சுருக்கம்  கீழே  அளித்துள்ளோம் . பார்க்கவும் .

1. நமது 26.3.2015 வேலை நிறுத்த கோரிக்கைகளின் மீது உரிய  ACTION  TAKEN  REPORT அளிக்கப்படும்.

2. தென் மண்டல தொழிற் சங்க பழி வாங்கும் நடவடிக்கைகளை ரத்து செய்திட 30.05.2015 அன்று  மதுரை செல்லும் CPMG,  தென் மண்டல PMG யுடன் இது குறித்து நேரில் பேசி தீர்வு காணுவதாக உறுதி அளித்தார்.

3. தேங்கிக் கிடக்கும் LSG  பதவி உயர்வு  தமிழகத்தில் வழங்கிட DDG யுடன் நேரில் பேசியுள்ளதாகவும் அடுத்த வாரத்தில் இது குறித்து விளக்க ஆணை  பெறப்படும் என்றும் ஜூன் மாதத்தில்  பதவி உயர்வு  நிச்சயம் அளிக்கப்படும் என்றும்  CPMG  மற்றும் DPS  HQ  இருவரும்  ஒரு சேர உறுதி அளித்தனர்.

4. LGO  விலிருந்து  எழுத்தர் தேர்வு முடிவுகள் இந்த வாரத்திற்குள் வரும் என்றும் (தற்போது வந்து விட்டது ) இதில் நீதிமன்ற வழக்கு காரணமாக முடிவுகளை நிறுத்தக் கூடாது என்று  நாம் கோரியதை ஏற்றுக் கொண்டு நிச்சயம்  நல்ல முடிவு எடுப்பதாக அறிவித்தார்.

5. DEPUTATIONIST  பிரச்சினையில், திருப்ப அனுப்புவதில்  தாம் உறுதியாக இருப்பதாகவும் நிச்சயம்  நீண்ட காலம் உள்ளவர்கள்  அவரவர் கோட்டங்களுக்கு அனுப்பப்படுவார்கள் என்றும், தற்போது மொத்தத்தில்  கிட்டத்தட்ட பாதி ஊழியர்கள் திருப்பி அனுப்பப்பட்டு வருவதாகவும் CPMG  தெரிவித்தார்.  விரைவில் இந்தப் பிரச்சினைக்கு முழுமையான தீர்வு தரப்படும் என்று உறுதி அளித்தார். அதுபோல கோட்டங்களில் உள்ள DEPUTATIONIST  மற்றும் நீண்ட காலம் பணியில் உள்ளவர்கள் குறித்தும்  உரிய  நடவடிக்கை எடுக்கப்படும் என்று கூறினார். 

6. RRR  ஊழியர் பிரச்சினையில் CRC  கூட்ட உள்ளதாகவும் நிச்சயம் நல்ல முடிவு எடுக்கப்படும் என்றும் உறுதி அளித்தார்.

7.HSG  II SENIORITY  மற்றும் RE-ALLOTMENT  பிரச்சினையில் CPMG அவர்கள் நம் தரப்பு வாதத்தை ஏற்றுக் கொண்டாலும் DPS HQ  அவர்கள் மாறுதலான நிலைபாட்டினை தெரிவித்தார். எனவே இது குறித்து விவாதித்து இறுதி முடிவு எடுப்பதாகவும், மேற்கு மண்டல செயலர் தோழர். சஞ்சீவி பிரச்சினையில் அவர் மண்டலச் செயலராக தொடர்ந்து பணியாற்றிட  அவருக்கு RE-ALLOTMENT  வழங்கிடவும்   உறுதி அளித்தார்.

8. சென்னை PSD  யை  CSD  அலுவலக வளாகத்திற்குள் கொண்டு வருவதற்கு நாம் எதிர்ப்பு தெரிவித்தோம். இது குறித்து  திங்களன்று  மீண்டும் விவாதித்திட வருமாறு  DPS  HQ  அழைப்பு விடுத்தார். மாநிலச் செயலர் ஞாயிறன்றே டெல்லி செல்ல உள்ளதால்  மாநிலத்  தலைவர் இது குறித்து  திங்களன்று  DPS  HQ  உடன் பேச்சு வார்த்தை நடத்துவார்.

9. CIS  பிரச்சினைகள் குறித்து  CPMG  அவர்களே  DTE  இல் நேரிடையாக பேசி உள்ளதாகவும் INFOSYS  இன் உயர் மட்டத்திற்கு இந்த பிரச்சினை கொண்டு செல்லப்பட்டுள்ளதாகவும்  MC  CAMISH  அதிக குறைபாடுள்ளதாக தானே அறிக்கை அனுப்புவதாகவும்  CPMG தெரிவித்தார். மேலும் இந்தப் பிரச்சினையில் ஊழியர்கள் படும் அவதியை தானே நேரில் பல அலுவலகங்களின் கண்டதாகவும்,  துறை  அமைச்சருடன் நேரில் பேசி நல்ல முடிவு காண தான் முயற்சிப்பதாகவும் தெரிவித்தார். இது தமிழகத்தில் மட்டும் உள்ள பிரச்சினை அல்ல. அகில இந்திய அளவில் அனைத்து இடங்களிலும் இப்படித்தான் உள்ளது என்றும் தெரிவித்தார்.

10. CASUAL  LABOUR  ஊதிய பிரச்சினை குறித்து ஏற்கனவே உத்திரவு அனுப்பப் பட்டுள்ளதாக தெரிவித்தார் . ஆனால் பிரச்சினை அதுவல்ல என்றும் இங்கு எவரும் CASUAL LABOUR கிடையாது என்று கூறி   கீழ் மட்ட அதிகாரிகள் அந்த  உத்திரவை அமல் படுத்த மறுப்பதாகவும்  கூறினோம். பிரச்சினையின் தன்மையை புரிந்து கொண்டு உடன் இது குறித்து விவாதித்து உரிய உத்திரவு அளிக்கப்படும் என்று தெரிவித்தார்.

CPMG  அவர்கள் உறுதி அளித்தபடி நிச்சயம் நடக்கும் என்று நம்புவோம்.. முந்தைய CPMG  அவர்கள் உறுதி அளித்துவிட்டு MEMBER  ஆக  பதவி உயர்வில் சென்றது போல, தற்போதைய CPMG அவர்களும்  உறுதிமொழியை செயல் படுத்தாமல்  பதவி உயர்வில் சென்று விடுவாரோ என்று நமது சந்தேகத்தை தெரிவித்தோம்.  அதற்கு  CPMG  அவர்களும்  "நான் ஊழியர் பிரச்சினையில் அக்கறை உள்ளவன்  நிச்சயம் தீர்த்து வைப்பேன்" என்று உறுதி அளித்தார். அடுத்த வாரத்தில் பல  பிரச்சினைகள் தீரத் துவங்கும் என்று  நம்புகிறோம்.  CPMG அவர்களுக்கும் DPSHQ  அவர்களுக்கும் நம் மாநிலச் சங்கத்தின் நன்றிகள்!
